FSM Skills and Employability Enhancement Project
In the Federated States of Micronesia (FSM), the FSM Skills and Employability Enhancement (SEE) Project, implemented by the FSM National Department of Education (NDOE) and financed by the World Bank, is moving an ambitious CTE reform from design into practice.
WUS Austria is contributing its long-standing experience in education and TVET reform to the development and implementation of 18 competency-based curricula, Teaching Kits and practical learning approaches across a broad range of occupational areas.
A key step has been the Master Training of Trainers (MTOT), where FSM teachers are working directly with the new curricula and competency-based methodologies. Early evaluation results show strong participant confidence and very positive feedback on the practical training approach.
The experience also reinforces a lesson familiar from almost three decades of WUS Austria’s work: successful reform requires more than good curricula. It depends on capable teachers, appropriate equipment and learning environments, institutional ownership, and continuous adaptation based on implementation experience.
For this project, eee Austria acts as the lead implementation partner, coordinating international expertise and supporting the NDOE in translating the reform agenda into practice.
