FreeAc Expert Meeting in Palermo

Supporting the Recovery of Ukraine’s Higher Education System
 
Palermo, Italy. How can Ukraine’s higher education system be rebuilt after the war in a way that protects academic freedom, strengthens resilience, and reflects European values? This key question was at the centre of the FreeAc Expert Meeting held in Palermo.
 
The meeting was organised by World University Service Austria (WUS Austria), which leads an important work package in the Erasmus+ project “Promoting Academic Freedom in Ukraine.” It brought together experts, policymakers, and university representatives from Ukraine and across Europe.
 
The main goal of the meeting was to review research findings and work together on a Strategic Outlook for rebuilding Ukraine’s higher education system. Participants shared their experiences and ideas, helping to turn research into practical recommendations.
 
Discussions focused on major challenges facing the sector, such as the displacement of students and staff, the risk of brain drain, questions of governance, and the long-term sustainability of universities. A strong emphasis was placed on the importance of academic freedom as a foundation for recovery.
 
The meeting created space for open and constructive dialogue between different stakeholders. It also ensured that future recommendations are aligned with European frameworks like the European Higher Education Area (EHEA).
 
Overall, the Palermo meeting was an important step toward supporting Ukraine’s higher education system in its recovery. By bringing together knowledge and experience from across Europe, WUS Austria continues to contribute to practical and forward-looking solutions.
 
The results of the meeting will be used in the next stages of the project, helping to guide both policy discussions and concrete support for Ukrainian universities.
