EU4Green - Training for Transition: Circular Economy in the spotlight

As European economies increasingly embrace sustainability, the Western Balkans are aligning more closely with green transition and circular economy principles. In this context, a two-day pilot training on “Green Transition and Circular Economy” was held in Shkodër, Albania, gathering stakeholders from Albania and Kosovo. Organized within the EU4Green regional project—funded by the European Union and the Austrian Development Agency and implemented by the Environment Agency Austria—the event brought together participants from national ministries, municipalities, civil society, and academia.

The training focused on key principles of the green transition and circularity in relation to current policy frameworks. Through a mix of technical presentations, interactive activities, and peer learning, participants explored regional challenges and locally tailored solutions. Facilitated by Irida Haxhi, an EU4Green expert, the training was based on the initial concept of Micro-credential portfolios. The content was developed by Carina Broneder and Daniela Zanini-Freitag from the Environment Agency Austria, with support from WUS Austria. Their combined expertise offered a well-structured yet adaptable approach to this evolving policy area, which is increasingly shaping both national strategies and local initiatives.

A core discussion centered on translating circular economy strategies into actionable policies and projects at both local and national levels. Participants examined successful EU4Green campaigns and shared insights from ongoing initiatives. Ultimately, the Shkodër event showcased both the technical interest and growing institutional commitment in the Western Balkans to drive forward the green transition through capacity building and practical implementation.
